Level 19 - What to find quests?

Topic: Level 19 - Where to find quests?
I have reached level 19 and finished all the quests I could find in Paris.  I moved on to Beijing, but nobody offers me any quests there.

I have a feeling I still have more work to do in Paris - since I still can't enter the Moulin Rouge nor the Palace of Versailles.  I did all the quests for Melody's Papa and Momma. 

Any suggestions of where I should look?  :)  Thanks.

I found it, thank you. It was Tippy who had more quests for me.

Not sure how I missed him since I passed by several times.
